Cosmic rays account for about one third of the energy density in the interstellar medium, although they represent only about a billionth of interstellar particles. Due to increasingly sensitive radio and gamma ray telescopes, they can be probed in distant galaxies as well. Under many conditions, they can be described as a fluid, coupled to the thermal fluid, despite being virtually collisionless. I will describe some of the challenging plasma physics problems surrounding the acceleration, propagation, and interactions of cosmic rays in the Milky Way and other galaxies.
